SHIELD Governance

One governance page. Clear commitments. Accountable boundaries.

SCP uses SHIELD to protect safety, evidence, dignity, integrity and accountability across HumanRI, RILayer, SCOPE, public resources and partnership activity. This page is the authoritative public governance summary.

Master governance

SHIELD protects the conditions for responsible use.

SCP tools and resources support reflection, learning, preparation and accountable implementation. They do not replace therapy, diagnosis, crisis response, safeguarding services or qualified legal, medical, financial or regulated professional advice.

SHIELD Governance

The ecosystem-wide layer for safety, evidence, dignity, integrity and accountability.

Data minimisation, purpose limitation, access control and responsible information handling.

Evidence and Integrity

Supportable claims, transparent evidence, correction and responsible publication.

Public-Sector Independence

Operational, data and communication separation from public-sector roles and systems.

Accessibility

Clear, responsive and usable experiences across devices, abilities and connection conditions.

Human judgement

AI may support reflection and organisation; it must not replace accountable human judgement.

Outputs must remain open to challenge, correction and escalation. Model output is not proof, diagnosis or a final accountable decision. Human roles, evidence requirements and intervention points must remain visible.

Information handling

Use only the information the purpose genuinely requires.

Do not submit passwords, payment details, confidential employer information or unnecessary sensitive personal data through public tools or forms. Access, retention and disclosure should remain limited to the approved purpose.

Claims discipline

Separate aspiration, activity, evidence and verified outcome.

SCP does not publish invented user numbers, partnerships, pilots or impact claims. Public statements should be traceable to approved evidence, clearly qualified and corrected when the evidence changes.
